What Are the Best VMware Migration Tools and Platforms in the AI Era? | ReadyWorks

The best VMware migration tool depends on where your workloads are going. Red Hat MTV, Proxmox's import wizard, and Windows Admin Center move VMs onto OpenShift, Proxmox VE, and Hyper-V. AWS Transform, Azure Migrate, and Google Cloud Migrate to Virtual Machines are the native routes into each public cloud. VMware HCX moves workloads between vSphere and VMware Cloud Foundation (VCF) environments. For enterprise cutovers in regulated environments, the deciding factor sits above the transfer tool: estate visibility, wave orchestration, human approvals, and an audit trail. ReadyWorks VirtualReady covers that program layer from assessment through handover. Virtana Workload Placement and Dr Migrate cover parts of the planning.

What changed about VMware migration in the AI era?

Volume went up. Gartner research director Julia Palmer said that by 2028, more than a third of the workloads running on VMware today will run on other platforms. Many of those programs run on a timeline set by a renewal date.

AI also took over much of the planning. AWS reports that CSL used AWS Transform to process 4.6 million discovery records across 5,000 VMware servers and generate its wave plan in hours.

But here's the problem. A plan is only as good as the data under it. Gartner predicts that by 2028, 99% of I&O-led agentic AI investments made without system data and operating model improvements will fail to reach sustainable ROI. And the cutover is still human work. Someone confirms the owner signed off, runs the switchover, and validates the result. In a regulated environment, someone also has to prove it happened in order, with approval.

How do IT teams automate VMware migration planning and execution?

IT teams automate VMware migrations in two layers. A transfer tool replicates the virtual machines and runs the switchover. An orchestration layer automates the program around the move: inventory, dependencies, wave plans, owner scheduling, change tickets, and the approval record. AI now drafts much of the analysis. A named delivery team approves and executes each wave.

Here's how the work splits across a typical five-phase program.

  1. Discover and assess. Connect vCenter and the CMDB, reconcile the inventory, and map dependencies. AI handles much of this, from parsing messy exports to finding dependencies buried in firewall rules. Our VMware dependency mapping guide covers this step in detail.
  2. Design and plan. Group applications into waves, set change freeze rules, and confirm maintenance windows with owners. AI drafts the plan. Architects and owners approve it. Our wave planning guide walks through sequencing and scheduling.
  3. Factory setup. The delivery team builds the target environment and configures the transfer tool.
  4. Migrate in waves. The delivery team runs each wave against the approved plan, with status and exceptions recorded in one place.
  5. Validate and hand over. Owners confirm their applications work, and each wave closes with a full record.

AI leads the analysis in the first two phases. Engineers lead the last three. We first laid out the transfer and program layers in our Enterprise VMware Migration Automation Guide for 2026.

What should you look for in a VMware migration platform for enterprise cutovers?

Four criteria separate a tool that moves virtual machines from a platform that can carry an enterprise cutover.

  • Estate visibility. Does it pull from all your systems of record, reconcile conflicts, and stay current during the program? Dependency data matters most, because related applications need to move in the same wave.
  • Enterprise orchestration. Does it coordinate wave plans, change freezes, maintenance windows, tickets, and owner communication? Or only replication and switchover?
  • Governed cutover. Where do the approval gates sit? Look for human sign-off before changes, role-based access, and a clear line between what software recommends and what your team executes.
  • Auditability. Can you show what changed, who approved it, what it touched, and the outcome? Rebuilding that from email threads after the fact is slow. We walk through what an auditor will ask in Would Your VMware Migration Cutover Survive an Audit?

Across all four, ask where AI sits and which actions it can take without a person. If the inventory is wrong, every plan built on it inherits the error. Our RVTools breakdown shows where a static export stops and migration planning starts.

Which VMware migration automation software is best for large enterprises?

It depends on the destination and how much of the program needs governance. AWS Transform and Azure Migrate with the Azure Copilot migration agent automate discovery and planning for moves into their clouds. Red Hat MTV automates the transfer to OpenShift. ReadyWorks VirtualReady automates the program layer around the transfer tool, with wave orchestration, stakeholder outreach, human approvals, and a tamper-evident audit trail. Most large programs pair one transfer tool with one orchestration layer.

Our July list, 7 Best VMware Migration Platforms for 2026, ranked seven platforms. This one widens the field to eleven and lists them alphabetically, because most programs use more than one. The table maps each against the four criteria.

What are the leading VMware estate management and migration platforms?

The leading platforms fall into three groups.

  • Estate visibility and placement analysis: Virtana Workload Placement and Dr Migrate.
  • Migration and mobility: AWS Transform, Azure Migrate, Google Cloud Migrate to Virtual Machines, Proxmox Import Wizard, Red Hat MTV, VMware HCX, Windows Admin Center VM Conversion, and Zerto.
  • Program orchestration across both: ReadyWorks VirtualReady, which unifies source data into one continuously cleansed view and orchestrates waves on top of it.

Each option is covered below in the same format.

The tools and platforms, one by one:

AWS Transform

AWS Transform is AWS's agentic AI service for migration, covering discovery, planning, network modernization, and migration execution in one experience.

  • Best for: VMware to AWS (EC2, ECS, or EKS).
  • How it works: Ingests RVTools exports, CMDB dumps, and other discovery data into one estate model. Maps dependencies with graph-based reachability analysis and groups applications into waves. Builds landing zones through AWS Control Tower and converts NSX, Cisco ACI, Palo Alto, and Fortinet network configuration.
  • Downtime profile: Rehost runs on AWS Transform MGN, the replication service formerly called AWS Application Migration Service.
  • Where AI fits: Agentic across the lifecycle. AWS's summary is that Transform proposes and your team decides, with leads editing and signing off on waves.
  • Watch-outs: Planning is built around AWS targets. Regulated teams can keep migration artifacts in their own S3 bucket with their own keys, and MGN carries certifications including FedRAMP High, HIPAA, and PCI DSS.

Azure Migrate with the Azure Copilot migration agent

Azure Migrate is Microsoft's migration hub for Azure. In March 2026, Microsoft made the Azure Copilot migration agent publicly available.

  • Best for: VMware to Azure.
  • How it works: Agentless VMware discovery that, according to InfoQ, produces inventory, dependency maps, and 6R recommendations without direct connectivity to Azure. Also generates business cases and landing zone templates for VMware workloads.
  • Downtime profile: Replication-based server migration, with the outage at final cutover.
  • Where AI fits: The Copilot agent handles discovery, assessment, and planning. InfoQ reported it was in preview and does not execute migrations.
  • Watch-outs: Check the agent's current status before you scope around it.

Dr Migrate

Dr Migrate, from LAB3 Solutions, is an application-centric planning platform built on Azure Migrate that runs in your own cloud tenant, so your data stays in your environment.

  • Best for: VMware to Azure, planned by application rather than by VM.
  • How it works: Agentless collection, application dependency mapping, and configurable 6R treatments, with dashboards during execution.
  • Downtime profile: Set by Azure Migrate, which runs the replication.
  • Where AI fits: AI-assisted wave planning by size, complexity, affinity, location, and network dependencies.
  • Watch-outs: Azure destinations only.

Google Cloud Migrate to Virtual Machines

Migrate to Virtual Machines is Google Cloud's lift-and-shift service and part of Migration Center.

  • Best for: VMware to Google Compute Engine.
  • How it works: Replicates disk data continuously, lets you test on clones, and supports sprints of around 100 systems through groups. The Cloud API supports in-house migration factories. Nothing is installed inside the source workloads.
  • Downtime profile: No downtime on the source during replication, then a planned cutover.
  • Where AI fits: None built in. The service centers on replication and cutover.
  • Watch-outs: Owner coordination and change approvals sit outside the service.

Proxmox Import Wizard

Proxmox VE includes an integrated import wizard for VMware ESXi VMs in its web interface.

  • Best for: VMware ESXi to Proxmox VE.
  • How it works: Adds an ESXi host as a storage source and maps most of each VM's configuration to Proxmox.
  • Downtime profile: Live import lets you stop the VM on ESXi and start it on Proxmox right away, with boot data fetched on demand. It needs a stable, fast network between hosts.
  • Where AI fits: None built in.
  • Watch-outs: A per-VM tool. Wave planning and coordination come from elsewhere.

Red Hat Migration Toolkit for Virtualization

MTV moves VMs onto OpenShift Virtualization. It ships as an OpenShift Operator and manages migrations as custom resources.

  • Best for: VMware vSphere, RHV, or OpenStack to OpenShift Virtualization.
  • How it works: Migration plans run as Kubernetes objects in the cluster. A VMware VDDK image increases migration speed.
  • Downtime profile: Cold by default, with VMs shut down while data copies. Warm migration is supported from vSphere and RHV, and cutover time depends on how much a VM changed since its last snapshot.
  • Where AI fits: None built in.
  • Watch-outs: Wave planning and owner coordination come from other tools.

ReadyWorks VirtualReady

VirtualReady is the ReadyWorks solution for virtualization exits and moves. It is built for the part of the program that transfer tools leave to spreadsheets: assessment, planning, wave orchestration, and migration status across migration tools, on one governed record. Global partners and Fortune 100 customers use ReadyWorks to take months and millions out of infrastructure work.

  • Best for: Enterprise VMware exit programs that need one governed record from assessment through handover.
  • How it works: Connects vCenter, your CMDB, and other systems of record, then normalizes and continuously cleanses the data and adds application context: dependencies, usage, compatibility, and lifecycle stage. Data is accessed in place, and write-back is optional, per system, opt-in, and fully audited. VirtualReady models wave plans and automates scheduling, notifications, and ticket creation. Surveys, attestations, and self-service scheduling keep application owners involved.
  • Downtime profile: Set by the transfer tool VirtualReady orchestrates.
  • Where AI fits: ReadyAI analyzes, recommends, and plans within guardrails the organization sets, including role-based access on every call, human approval before every write, and a hash-chained audit. A named delivery team executes: a services partner, ReadyWorks when engaged to deliver, or your own engineers. Teams can bring their own model, and with a customer-hosted model no data leaves the network. A governed MCP tool surface lets your own agents use the same data under the same access rules.
  • After the migration: The same platform runs day-to-day operations on the estate you land on, so the inventory, application context, and audit record built during the program keep working after the last wave.
  • Keep in mind: VirtualReady pairs with your transfer tool rather than replacing it, so the tools and systems of record your team already runs stay in place. ReadyWorks earns nothing from where your workloads run, what you buy, or what you decommission, so its recommendations follow your priorities.

Virtana Workload Placement

Virtana Workload Placement, formerly Virtana Migrate, is a module of Virtana's hybrid observability platform.

  • Best for: Placement and readiness analysis before a cloud move, for teams already running Virtana.
  • How it works: Discovery comes from Virtana's VirtualWisdom. The solution brief describes dependency analysis, move group planning, and status by project, application, and move group.
  • Downtime profile: Not applicable. Execution runs through a transfer tool.
  • Where AI fits: Part of Virtana's observability platform.
  • Watch-outs: Its strength is analysis before the move. Approvals and execution run elsewhere.

VMware HCX

VMware HCX, now VCF Operations HCX, is Broadcom's workload mobility tool and the primary tool for VCF-to-VCF migrations.

Windows Admin Center VM Conversion

The VM Conversion extension for Windows Admin Center migrates VMware VMs from vCenter to Hyper-V at no extra cost.

  • Best for: VMware vCenter to Hyper-V.
  • How it works: Snapshots the source VM, copies disk data to a VHDX on the Hyper-V host, and runs prechecks to catch failures early. It removes VMware Tools from Windows VMs after migration.
  • Downtime profile: Online sync while the VM runs. At cutover, the source is powered off and a final delta sync runs.
  • Where AI fits: None built in.
  • Watch-outs: Still in preview. Linux guests need Hyper-V drivers installed before migration.

Zerto

Zerto, now part of HPE, uses hypervisor-level, journal-based replication and supports migrating off VMware to Hyper-V, Azure, or AWS.

  • Best for: Business-critical VMs where cutover windows must be short.
  • How it works: Virtual Protection Groups group related VMs so they move as one unit.
  • Downtime profile: Continuous replication. Zerto says migration windows can be minutes instead of hours.
  • Where AI fits: None built in.
  • Watch-outs: A paid, licensed product, and it covers the transfer rather than the program around it.

FAQ

What are the best VMware migration platforms for enterprise cutovers?

Pair a transfer tool for your destination with a program layer that holds visibility, approvals, and the audit record. ReadyWorks VirtualReady is built for that program layer.

What are the best VMware migration platforms in the AI era?

AWS Transform, Azure Migrate with the Azure Copilot migration agent, Dr Migrate, and ReadyWorks VirtualReady all build AI into the workflow. The difference is how far AI goes. AWS describes Transform as agentic through execution, while ReadyAI in VirtualReady analyzes, recommends, and plans, and a named team executes.

Can AI run a VMware migration on its own?

Not in a governed enterprise program. AI drafts the analysis and the plan. People approve it, run the switchover, and validate the result.

Are there free VMware migration tools?

Some have no separate tool charge, including Proxmox's import wizard, Windows Admin Center VM Conversion, and Google Cloud Migrate to Virtual Machines for moves into Google Cloud. Azure Migrate server migration and AWS Transform MGN are free for a set period per machine. Target infrastructure is billed separately in every case.

Does VirtualReady replace migration tools?

No. VirtualReady orchestrates the program and works with a transfer tool that moves the VMs. Your CMDB and other systems of record stay in place.
